From my research, I've discovered that European pirates practiced the earliest form of democracy since Greece. Pirates wrote up their own laws aboard a ship, which strikingly mirrored the Bill of Rights. Those with disabilities were not discriminated against and when it came to doling out the treasure, they got a little more with different disabilities being paid more, depending on whether you were missing a limb or an eye (missing a sword arm got you the most, I believe). Everyone had a vote on the ship, and a wise captain wouldn't challenge the will of the crew.
But as far as your question goes, I'd say they were libertarians, because they weren't organized as an entire group and functioned independently. Asian pirates, on the other hand, passed piracy down as a family tradition. There are pirates over there now that are descended from generations of pirates that came before them in their family tree. I also believe that this has allowed them far more success in piracy then their European counterparts (whose average lifespan once turning pirate was 2 years). Asian pirates, I would say are Republicans, because of their strong platfrom on conservative family values.
